The state fund that gives money to villages, townships and cities will take a huge hit under Gov. Kasich's proposed budget. And big changes are in store for the way the state handles Medicaid. Ohio Public Radio's Jo ingles reports on the reactions of people who depend on the state's funding in these two areas.
